[ns] Mirroring ns

ftp://ftp.ee.surrey.ac.uk/pub/Mirrors/

The European mirror of ns is now mirroring both the old
mash.cs.berkeley.edu ftp directory and the new
where-the-current-ns/nam-snapshots-now-live ftp.isi.edu ftp directory
for ns and related source.

We'll run these in parallel for a week or so; after that we'll stop
mirroring the to-be-deprecated mash.cs.berkeley, because we'd quite
like 300+MB of disk space back.

for http rather than ftp access, there's:
http://www.ee.surrey.ac.uk/Personal/L.Wood/ns/mirror/ (now new)
and
http://www.ee.surrey.ac.uk/Personal/L.Wood/ns/mirror-old/ (old,
temporary, to be deprecated.)
