What happen on link delay?

Hi, there

In the simulation, I set up a toplogy as following: 

|0|-----|1|  Propogation delay is 10ms and bandwidth is 1.5M .

For some packets, it only cost the propogation delay time to arrive 
node 1 from node 0, say, 10ms, no transmission time at all, 
why this could happen ? The time for packets arrive node 1 from
node 0 is counted from packet entering queue on node 0 side to
packet is received by node 1.
