yes , it is , ... although you'd have to do some massaging to the 
makefiles to compile for, say, visual c++ (the makefile.vc may not be up 
to date).
[hopefully, we will have better support for win95 for ns and nam releases 
in the future].

I have the binaries for an earlier version of ns that run under win95, 
you can grab the code from:

ftp://catarina.usc.edu/pub/ahelmy/ns-2.zip
