Finally I managed to find out what's wrong with my validation of ns-2. 
Somebody installed a perl4 in the /usr/bin, so though I tell ns-2 the 
perl5 path, it still goes directly to use this perl4. After I put my path 
in front of the /usr/bin, the validation works well. 

So this is the problem, the configure needs perl5 but the ns-2 program 
somehow ignore the configure script, I think maybe somebody's program 
make an assumption as to where the perl is. 

Besides, the perl refered to by the ns-2 homepage ( build from pieces ) 
isn't the newest one,  the old has some bugs in it, the correct link 
should be perl5.005_02 now,  not the current link perl5.004. Be aware of 
this the next time somebody  installs ns-2. And the otcl, xgraph 
installation scripts also have some  bugs, so good luck to your installation!
