NS build problem

Hello,
I am trying to build NS on a Linux machine running RedHat 5.2.  The problem I am having is that I can not seem to be able to build the Tk/Tcl package.  I keep getting an error when saying tk.h can not find Xlib.h.  What can I do to fix this?  Thanks.
