Your syntax is wrong. Check tcl/lib/ns-lib.tcl and you'll find
Simulator instproc monitor-queue { n1 n2 qtrace { sampleInterval 0.1 } } {
You need to supply a queue trace file handle. If you don't want any,
simply pass an empty string "".
