help needed on flow control

Hi, 

I just started to do some work on rate-based flow control. My control
scheme requires fixed update period, e.g., calcuate a new rate for a flow
every 1ms. So, this updating stream is time-triggered instead of
event-triggered. I wonder if there is anyone out there know how to
implement such a time-driven flow control scheme in ns, or probably just
point out some direction. Thanks!
