Who has WFQ patches

Hi, all,

I am looking for WFQ implementation file in ns, does anyone has it. I
found that the mailing list archive pointed to a place:

 http://www.cclinf.polito.it/~s77950/wfq_patches.1.0b1.tar.gz.

But I got an access denied error message when I tried to downloaded. I
wonder if there is anybody has already downloaded before and if he would
e-mail me the patches.
