Toeb Bucket Bug

Hi all,
When I set the queue length to zero in token bucket filter implementation, I see 
that no packets are dropped. I examined the file tbf.cc and it shows that it is 
supposed to drop packets if queue length is set to zero. Any suggestions.
Also I am wondering if anyone can suggest me on how to use the a token bucket 
filter to service one or more flows.
any ideas will be sincerely appreciated.
