Try this: put its path in your INCLUDE and LIB and add HAVE_LIBTCLDBG in
your DEFINE. Delete your tclAppInit.o and make. 

Given this, it's recommended that you do the configuration with configure
rather than manually editing Makefile, just for the sake of the sanity of
your own mind :)
