[ns] Bug found in configure for otcl

Hi,

I think I found a small bug in the configure file for otcl-1.0a5 that
comes with ns-allinone-2.1b6. With HP 10.20 it does not create the otcl
library and then later the compilation of ns fails. Here is the diff of
the two files:
