I have solved it by myself...The problem is that the tcl script thinks I 
have installed a cross compiler. That's why the cc executables is only a 
script that does not anything so the script thinks that is a 
crosscompiler because it can invoke it but it does not do executables.

Just add the --enable-gcc in the install script and it will install :-)
