Program omission, I'd bet.
Vegas overrides a number of the functions in tcp.cc to work, and when
tcp.cc is updated with new functionality the equivalent methods in
tcp-vegas.cc are not. (if you look at cvsweb for vegas, you will see
that three of the last five commits are adding similar omitted lines.)
I imagine that this is another fix of a couple of lines...
