[ns] tcl8.3.2 installation problem (ns-allinone-2.1b7)

Hi,

I'm downloaded ns-allinone-2.1b7 and I get the
following error during the installation:

I have already applied the patch from the installation
problems page and the problem 
persists. My system is FreeBSD. I'm probably missing
something simple. I also tried to 
install it on Linux and I got the following error:
