[ns] Maybe a bug of NS

Hi,
  I use a TCP agent in NS,it lasts 10 seconds. If it begins at 0.0
second, it works well. But if it begins at 0.001 second, it sends a packet at 0.001 second,then it seems stopping and begin to send other packets at 6.001 second until the end of 10.0 second. Can you give some words about the fact?
