[ns] IP header/packet?

Hi all,

   I am wondering the following:

While in the packet.h there is a type for each type of packet TCP, UDP
etc...there is not packet type for IP...why???/

I kind of assumed the common hdr had the IP information...however this
is not the case...I understand that the common hdr is completely
independent of the IP hdr...is that the case?
