[ns] WFQ and DiffServ simulation

I'm going to make simulation of DiffServ scenarios. I need WFQ, but in the
Nortel Module I read only WRR, RR, PQ and WIRR are available. Morevoer I
read there is an implementaion coming from Paolo Losi of WFQ.

1. Is this WFQ implementation present in the current ns shapshot?

2. If not, did anyone have implemented WFQ for DiffServ?
