1/BW? should be (packetSize_ * 8)/link capacity (bits) for a packet.

usual rant about bandwidth vs link capacity can go here, never mind
that 8 assumption, which won't hold for parity and stop bits; the
IETF pilc WG thrashed this kind of thing to death.
