I use ns-2.1b8 with FreeBSD, but I have a 4.3-STABLE and up-to-date
ports-collection.

I've used tcl/tk from the ports. 
(cd /usr/ports/lang/tcl83; make install clean)

You cannot use otcl from the ports, since 2.1b8 requires
the latest version, which is not yet available at the ports
(1.0a7 is required, 1.0a6 available).
I've also installed tclcl manually, but I'm not sure, if
thats required. You have to look out for the 
"configure" patch posted here, so that configure finds the
tcl2c++ binary.

The build of ns-2.1b8 then went straight through with no 
errors.

On FreeBSD, my Philosphy is: use the ports whenever possible.
