[ns] Fix for Windows compile of ns-2.1b8

There is a small correction for the tclcl-1.0b11 makefile.win file in the 
/conf directory.

Change the following line:

TCLCL_DIR = $(LOCAL_SRC)\tclcl-1.0b10

to

TCLCL_DIR = $(LOCAL_SRC)\tclcl-1.0b11

Would it be possible to update the version that is posted to the ns webpage 
with this change?
