I know under Linux (GNU make) there is a method to automatically 
determine if a .cc file includes a .h file, which can then update the 
.o file dependency.  If this were used, changes to a .h file would 
cause the appropriate .o files to be rebuilt.

The only problem I have with this is that I'm not sure if it is 
portable.  Anyone toyed with it?  My reference book on make is only 
about 1200 miles away, so I can't get to it right now :).
