[ns] NS installation error

hi Zhao;

I'm using NS-2.1b8
I could't compile it under windows 98, although I followed up the 
instruction as listed in the web site. It seems that there are others that 
faces the same difficulties.
Please, if there is something you can do I'll be grateful
