[ns] Sending rate preblem.

Dear all,

In FTP, I want to change the rate of the sender by  
doing: 

$ftp0 set packetSize_ $pksize
$ftp0 set rate_ 10k

But whatever value I set to ftp0, there is no sign
that the sending rate will change accordingly. Even I
set the rate to 0, there also exist congestion. Who
can tell me how to change the sending rate?

Thanks for your help.

By the way, I use ftp on TCP Tahoe.
