[ns] Installing ns on Windows

I've seen this question floating around every once and a while on the 
ns-users group so I've written down a fairly detailed description of how to 
get ns running on Windows.  If you have any updates or comments, please

Note: This is only for installing ns under Windows (2000, ME, 98, etc.)
