[ns] persist emulation in tcp.cc

Hi,

I would like to emulate "persistent connection" using FullTcp.
I found the code about 'emulate persistent connection' in tcp.cc
(ns-2.1b7a). However I didn't found how to use this function.

Would anyone tell me the how to use this and another way to emulate
persistent if there is another way.
