What does the rest of the warning say?  Anything to do with file 
tcl-object.tcl?

Follow through with what the warning tells you to do.  The 
explanation and solution is in tcl-object.tcl
	~ns-allinone-2.1b8/tclcl-1.0b11/tcl-object.tcl

If this bit of advice doesn't clear things up, post a more specific 
question.  You've got all of the information you need to solve this 
particular problem (at least I think you do, from the information you 
posted).
