[ns] Invalid command name "namespace"

Hi all

I got this error while attempting to install ns-allinone-2.1b7a

Invalid command name "namespace"
make: *** [../generic/tclStubInit.c] Error 1
tcl8.3.2 make failed! Exiting

this happened in the building of tcl8.3.2 stage, if any one know how to fix 
the problem, i will really appreciate it

Note: Installing under Unix
